The Dragonmarks are either subraces or variant race. You get a cantrip and then a lvl 1 or 2 spell as you gain level. You can then take a feat that gets you a Greater Dragonmark. Aberrant marks don't have a greater dragonmark feat but it allows you to pick offensive lvl 1 spells and cantrips and then you can give up some hp to increase the lvl of you spell when casted.
My mad. A lot of it seems to be "Here's the basic stuff you need to know, if you want to know more, go read 3. That having been said, a LOT of it is geared towards "This is how you make X in 5e work in Eberron" and I am, so far, loving it as someone that also owns all of the 3. The way that they integrated Dragonmarks into overriding racial traits instead of costing a feat is kisses fingers.
Bought the Wayfarers Guide and it's sold me on the setting something that never quite happened when the books were in print. Which 3. There's a bunch of great recommendations in the back of the book. Both the 3. Both have decent starting adventures. I snagged Sharn: City of Towers since I'm planning to run a game set in the city soon, but I'd say pick whatever seems most relevant to your campaign. The big bonus to releasing it in playtest form like this, is that we have the opportunity to updated it, and I can tell you that we will be adding additional things in it, one of which will be the playtest for the Artificer.

I'm very much hoping this is a precursor to a Campaign Setting release at some point this year. It more for character development so it has Eberron backgrounds and other stuff like that and mechanics for races, items and dragonmarked, eldritch Machines, warforged components. Can you give examples ie maybe PAssage and aberrant? Is the wandslinger a full class or a subclass? Particularly useful is a list of sources for learning more about Eberron. Otherwise I'll just modify 3.
Is it worth the money? Most of its world lore is left out, they literally point you to old books. Notably no artificer.
